The University Grants Commission of Bangladesh (UGC) – enacted under the President Order No. 10 of 1973 – is the autonomous apex body to oversee the universities of Bangladesh. The functions of UGC include the need assessment of universities, allocation of funds to universities, facilitating the development of higher educational system in Bangladesh, encouraging cutting-edge innovative research and development, improvement of governance issues at the universities. Additionally, UGC is responsible for formulating higher education policy and quality assurance and advising the Government accordingly.
A project brief is prepared by university and it is submitted to the University Grants Commission (UGC). Upon receiving the project brief, necessary initiatives are adopted by UGC to include the project into the Sabuj Pata (Green Section) of Annual Development Programme (ADP).
Thereafter, initiatives are taken by UGC to include the project in Annual Development Programme (ADP)
Development Project Proposal (DPP) / Technical Project Proposal (TPP) / Technical Assistance Project Proposal (TAPP) / Preliminary Development Project Proposal (PDPP) is formulated for project which is to be financed by Government of Bangladesh and/or the university and/or donor. Technical Assistance Project Proposal (TAPP) is formulated for technical project in which there is foreign source of financing. These project documents need to be prepared following the “Guideline for formulation, processing, approval and amendment of development project in government sector”, published by the Planning Division.
For projects worth 50 (fifty) crore Taka or more, feasibility study must be conducted, as per guideline of Planning Commission. Feasibility study may be necessary for projects of less than 50 (fifty) crore Taka based on their typology or importance.
DPP/TPP/TAPP/PDPP is prepared by university and submitted to the UGC.
DPP/TPP/TAPP/PDPP is reviewed and approved by UGC. Thereafter, the DPP/TPP/TAPP/PDPP is forwarded to the Ministry of Education.
DPP/TPP/TAPP/PDPP is forwarded to the Planning Commission by the Ministry of Education. The DPP/TPP/TAPP/PDPP is reviewed and approved by the Planning Commission. If the total estimated cost of the project is less than 50 (fifty) crore Taka, then it is approved by the Honorable Minister for Ministry of Planning. However, if the total estimated cost of the project is over 50 (fifty) crore Taka, then it is approved by ECNEC. Ministry of Education can approve projects which are worth 5 (five) crore Taka or less.
Overall aspects regarding the project are reviewed at the meetings of Project Implementation Committee (PIC) and Project Steering Committee (PSC).
